The resolution On State Ecological Monitoring (State Environmental Monitoring) and the State Database for State Ecological Monitoring (State Environmental Monitoring) has been drafted by the Ministry of Natural Resources and Environment in accordance with the federal law On Environmental Protection.
Currently, state ecological monitoring (state environmental monitoring), state ecological supervision, production ecological control, as well as public accounting of places and facilities that have a negative impact on the environment, are the responsibility of various ministries and agencies acting within separate (independent) information systems, which makes a straight comparison of the data impossible.
This resolution establishes a procedure for exercising state ecological monitoring, a procedure for the development and formatting of a unified system of state ecological monitoring, a procedure for establishing and operating a state database for state ecological monitoring, a procedure and conditions for providing information to be included in it, as well as a procedure for exchanging this information.
The state database will be a unified federal information system consisting of information contained in information systems’ databases on environmental protection belonging to other agencies authorised to exercise state ecological monitoring and state ecological supervision; the above unified federal information system also consists of the information technology and software to ensure the collection, processing and analysis of information, access to it, and its provision, and comprises as well:
- Information contained in the databases of subsystems within the unified state ecological monitoring (state environmental monitoring) system;
- Production control results in the sphere of environmental protection and state ecological supervision;
- Public accounting data on places and facilities that have a negative impact on the environment.
The resolution determines the organisation of the state database, the federal executive bodies responsible for the coordination of efforts in establishing the state database as a whole and of its organisational components (the Ministry of Natural Resources and Environment, the Federal Service for Hydrometeorology and Environmental Monitoring, and the Federal Service for the Supervision of Natural Resources), their functions and duties and the state database operator (the Ministry of Natural Resources and Environment).
The resolution provides for cooperation between the state database and information systems of other bodies of state authority (the single inter-departmental information and statistics system, the federal state information system of territorial planning, and the Upravleniye state automated information system).
The state database, when established, will supply federal ministries and agencies, local government bodies, corporate entities and individuals with information about the state of the environment and increase the efficiency of state management in the sphere of environmental protection.
The expenses connected with the resolution’s implementation will be financed from budget allocations as stipulated by Federal Law No. 216-FZ of December 3, 2012 On The Federal Budget for the 2013, 2014 and 2015 Planning Period (under the heading “Measures Scheduled under the Agreements with International Financial Organisations”) and in the amount allocated for the implementation of the project “Development of a Unified State Ecological Monitoring System” involving the International Bank for Reconstruction and Development.
This resolution will be implemented by the federal executive bodies within the established limits of their staff numbers and wage and salary funds.
