Acting on the Government’s instruction of June 11, 2013, to update the action plan, the Ministry of Economic Development has issued a draft directive introducing amendments to the plan (roadmap) Improving Access to the Energy Infrastructure that was endorsed by the Government’s directive No 1144-r of June 30, 2012.
Taking into account the implementation of this plan in the past year, the directive specifies a number of measures with the following aims:
- to improve the rules for technological connection to electric networks and create conditions for reducing the time and stages of this procedure;
- to upgrade the mechanism for redistributing free capacities;
- to reduce the fees for technological connection;
- to improve the operation of grid operators;
- to introduce uniform standards for publishing information about technological connection;
- to make better use of the resources of grid operators.
In addition, the plan is supplemented with new section VIII that envisages measures on improving the technological connection procedure.
The plan specifies what documents the federal executive bodies should submit to the Government (or adopt) as a result of implementing each measure. The document also sets deadlines for the implementation of these measures.
The adopted decisions will facilitate the implementation of measures to improve access to the energy infrastructure for electricity consumers and improve the quality of services provided to them by grid operators.
