This document has been drawn up by the Ministry of Education and Science to harmonise the regulatory acts of the Russian Government with Part 5, Article 97 of the Federal Law on Education in the Russian Federation and in execution of Clause 1, Subclause D of the list of Presidential Instructions, No. Pr-240 of February 11, 2013.
The document establishes Rules for Monitoring the Education System and a list of information items with regard to the education system subject to the monitoring procedures. The Ministry of Education and Science has been instructed to determine index values for monitoring the education system and methods for calculating them with respect for the aforementioned list.
The annual report on the results of the education system’s monitoring will be available on the website of the Ministry of Education and Science for public review and will be submitted to the Russian Government.
The resolution enters into force on September 1, 2013 at the same time as the Federal Law on Education in the Russian Federation.
The implementation of the resolution is expected to ensure that the state of the education system, its performance and development trends are subject to a methodical and standardised monitoring effort carried out by collecting, processing, systemising and storing data, as well as conducting a continuous analysis and evaluation of the education system and its development prospects regardless of the type, level or orientation of education programmes, organisational and legal forms or departmental subordination of organisations within the education system.
Initiatives to implement the Rules for Monitoring the Education System will be funded by budget allocations for education purposes for the relevant year from the federal budget to Russia’s executive bodies, executive bodies of Russia’s constituent entities and the local government bodies within the education system.
