The draft resolution has been prepared by the Ministry of Education and Science in accordance with Part 3, Article 107 of the Federal Law On Education in the Russian Federation.
The document sets the criteria for compiling a list of foreign educational organisations that issue education and (or) qualification documents recognised in Russia and the rules determining procedures for including such foreign educational organisations in the aforementioned list.
The current laws provide for a procedure for recognising foreign education and (or) qualification documents in Russia.
The relevant criteria for including foreign education organisations in the list of organisations issuing documents recognised in Russia have been approved by Government Resolution No 389 of April 25, 2012. This resolution stipulates such criteria with respect to foreign documents concerning academic degrees and titles as well.
The Federal Law On Education in the Russian Federation, which is due to come into force on September 1, 2013, envisages a procedure for recognising education and (or) qualification received abroad, and not documents certifying such education and (or) qualification.
The recognition by Russia of education and (or) qualification received abroad means an official confirmation of the validity (level) of education and (or) the qualification received abroad with the aim to ensure that the holders of such documents have access to education and (or) professional activities in Russia and can benefit from academic, professional or other rights set forth in international agreements on mutual recognition and (or) Russian laws.
This document revokes the provisions of Government Resolution No 389 of April 25, 2012 with respect to approving criteria for including foreign educational organisations in the list of foreign educational organisations issuing foreign education and (or) qualification documents that are recognised in Russia.
This resolution comes into force on September 1, 2013 at the same time as the Federal Law On Education in the Russian Federation.
The implementation of the provisions of this document will create a mechanism for recognising an education and (or) qualification received from foreign educational organisations in Russia in the framework of the Federal Law On Education in the Russian Federation, which is expected, among other things, to make Russia attractive for highly qualified specialists holding diplomas from leading international educational centres.
