The terms for subsidies from the federal budget for reimbursing Russian airlines for aircraft lease costs from lender lease contracts for domestic regional and local air carriage, validated by Russian Federation Government Resolution No. 1212of December 30, 2011.
A number of constituent entities of the Russian Federation located in the Far East and Siberian federal districts feature considerable distances (1,200-2,500 km) between localities with no alternative means of transport. Air carriage for mentioned distances is possible through the use of turbojet civilian passenger aircraft, the estimated demand for which is about 80 units by the year 2020.
These types of aircraft include the domestically produced civilian passenger aircraft SSJ-100 and AN-148.
The import duties on foreign-made analogue types of aircraft when imported to the Russian Federation are set at the rate of 20% plus taxes which are 18% of the cost of the aircraft (hereinafter – customs duties). In this connection, the operation of these types of foreign-made aircraft will require additional funds to compensate for the costs associated with the payment of customs duties, which affect the rates and fares for intra-regional air transport.
The resolution expands the list of subsidised aircraft due to the expansion of the effect of the regulations for civilian turbojet passenger aircraft with 75 to 103 seats, with the requirement for mandatory registration of these aircraft in the State Aircraft Registry of the Russian Federation.
In order to balance the leasing of different types of aircraft, a budgetary allocation in the ratio of 70% has been introduced for aircraft equipped with turboprop engines, with 50 to 78 seats, and 30% for civilian turbojet passenger aircraft with 75 to 103 seats.
The changes stipulated in the resolution are aimed at creating favourable conditions for the renewal of the aircraft fleet and reducing the financial burden on Russian airlines through the provision of state support for the purchase of more modern aircraft types, which are economically efficient.
The resolution will be implemented within the means provided for in the federal budget for 2013 and the planning period of 2014 and 2015 for these purposes.
