The resolution approves the parameters for granting a subsidy from the federal budget to a Russian company to finance a portion of the costs of research, development, design and technological works to establish the production of large capacity gas turbines.
The parameters provide for subsidising R&D projects aimed at developing prototypes for a range of medium and large capacity gas turbines - 60–80 MW and 150–180 MW, respectively – as well as at developing technologies for servicing hot gas path components for large capacity heavy duty gas turbines manufactured by foreign companies operating in Russia.
The cost of a project to establish large capacity gas turbine production is at least 14 billion rubles, estimated using comparative market analysis based on the experience of designing gas and steam turbines, pre-production and equipment manufacturing costs.
In the federal budget for 2019–2021, 7 billion rubles have been allocated for these purposes, while at least 7 billion rubles is envisaged as extra-budgetary financing.
The estimated minimum output of medium and large capacity gas turbines should be at least 22 units by the end of 2032. The sales contracts for this equipment are expected to include long-term maintenance service.
