Once signed, the Agreement will reinforce the strategic nature of Russia's interaction with the UN World Food Programme in the sphere of providing humanitarian aid, help promote Russian-made products on the UN humanitarian services market, and improve Russia’s position as an active participant in the process of promoting international development.

In accordance with Government Directive No. 1384-p dated 24 July 2014, the Strategic Partnership Agreement for 2014-2017 was signed between the Government of Russia and the UN World Food Programme in 2014. As a result, the UN World Food Programme has become one of the main organisations in the UN development system with which Russia cooperates as it fulfills its international obligations in the area of ensuring world food security and helping poor countries.
The directive signed by the Government of the Russian Federation approves the draft Strategic Partnership Agreement for 2019–2022 (hereinafter referred to as the Agreement).
The framework Agreement follows up on earlier signed documents, consolidates the strategic nature of interaction between the UN World Food Programme and Russia, and designates its main goals and principles. The implementation of the Agreement is fully consistent with the basic principles of the State Policy Concept of the Russian Federation in the sphere of promoting international development (approved by Presidential Executive Order No. 259 of 20 April 2014).
The Agreement sets forth mechanisms and forms of cooperation between the Russian Government and the UN World Food Programme.
In accordance with the draft Agreement, the Russian Government will expand its assistance and support joint initiatives as part of the UN World Food Programme’s emergency response efforts and technical cooperation in implementing food aid programmes.
