The Ministry of Economic Development has drafted the document in accordance with Presidential instructions dated December 22, 2012, on the implementation of the annual Presidential Address to the Federal Assembly and the Prime Minister’s instruction of December 28, 2012.
Currently the federal executive bodies’ activity on introducing amendments to the legislation aimed at eliminating administrative barriers in the construction industry, improving the investment climate and monitoring, oversight and licensing functions is based on the Action Plan (roadmap) On Improving the Business Climate in the Construction Industry approved by Government Directive No. 1487-r of August 16, 2012. When implementing the plan, the need arose to amend the content, the time limits, the expected results and the staff responsible.
In pursuance of the Presidential and Government Instructions a new version of the roadmap was drafted, with the name altered.
The newly approved roadmap includes activities aimed at improving the legal regulation on urban development to create a favourable business climate in Russia and stipulates drafting relevant regulatory legal acts.
The roadmap states the following goals:
- To simplify the planning documentation for land plots;
- To improve the urban development legal regulation;
- To reduce the number of procedures, and cumulative time and money spent on the implementation of construction investment projects.
The roadmap is aimed at simplifying the whole construction process, from the planning documentation to commissioning.
The roadmap was developed together with the Agency for Strategic Initiatives on Promoting New Projects and national associations of self-regulatory organisations in the construction industry. The draft was discussed with the academic and business community.
The position in the World Bank’s Doing Business ranking in its Obtain Building Construction Permit index was taken as a benchmark.
