This document was drafted by the Ministry of Industry and Trade in accordance with Item 6 on the list of the President’s Instructions of December 22, 2012 on implementing the annual Presidential Address to the Federal Assembly delivered on December 12, 2012, and Item 27 on the Government’s Instruction of December 28, 2012.
Optoelectronic technology (photonics) has grown into a major area for innovative economic development in industrialised countries. According to the European Commission, the global photonics market will reach around $500 billion by 2015.
Photonics includes the study of the generation, emission, transmission, modulation, signal processing, switching, amplification and detection/sensing of light, as well as the practical aspects of creating and implementing optical and optoelectronic devices. Photonics is used in telecommunications and laser technologies, medicine, agriculture, environmental monitoring, computer vision and measuring and diagnostic equipment.
A roadmap has been drafted to promote photonics in Russia and to increase the output of photonic related products.
This roadmap includes measures for boosting research and development, personnel training and industrial potential, as well as for improving the government regulation and coordination of the authorities and organisations working in this sphere.
The measures are aimed at encouraging the domestic demand for photonic equipment and technology, as well as at attracting public attention and ultimately at increasing exports.
The implementation of the roadmap is planned to bring the following efficiency results by 2018:
- sales of Russian-based civilian photonic products should grow to 50 billion roubles a year;
- the number of photonic patents issued in Russia every year should reach 500;
- the number of high-tech jobs filled by photonic designers and users should reach 60,000.
