This directive approves the Promoting Competition and Improving Antimonopoly Policy Action Plan (Road Map) for 2013-2015.
The road map approves both system-wide measures aimed at reducing the role of the government sector in the economy, leading executive authorities to prioritise competitiveness promotion, and measures that seek to promote competitiveness in certain areas, such as medical services, oil products, communications, air carriage, medicines and pre-school education.
The implementation of the Programme for Competition Promotion in the Russian Federation has revealed certain defects, including the absence of efficiency benchmarks, superficial key results, and insufficient interaction with the business community.
The road map implements a step-by-step approach to promoting competition, which provides for the making of an annual list of priority areas and system-wide measures, as well as a prompt evaluation of their efficiency and the updating of the action plan with account taken of its execution and relevance of current socio-economic situation.
Key results and deadlines have been envisaged for each measure in the action plan. To assess the road map’s overall efficiency, integral indicators are used, index of competitive environment development in the goods and services markets, the number of new enterprises per 1,000 people, and the assessment of market competitiveness obtained by business community surveys.
