The Russian Ministry of Industry and Trade is responsible for the execution of the state programme. The participants include the Healthcare Ministry, the Education and Science Ministry, the Federal Biomedical Agency (FMBA), the Federal Antimonopoly Service (FAS), Lomonosov Moscow State University, and the Federal Agency for Atomic Energy (Rosatom).
The state programme is targeted at the implementation of state policy efforts to shift the pharmaceutical and medical industry to an innovational model of development. This will involve creating up-to-date infrastructure, strengthening the role of local producers on the domestic market, providing for the development of innovation products, and training staff for modern industries.
The state programme determines the development of the pharmaceutical and medical industry in Russia up to 2020.
The programme is targeted at establishing a world-class innovative pharmaceutical and medical industry in Russia.
The state programme’s goals are:
- to create the innovative potential of the country's pharmaceutical and medical industry;
- to create the technological and manufacturing capacity of the pharmaceutical and medical industry;
- to develop innovative medicines and medical devices production.
The state programme focuses on three areas:
- developing medicines production;
- developing the production of medical devices;
- improving state regulations for the circulation of medicines and medical devices.
