The agency responsible for implementing the state programme is the Ministry of Foreign Affairs. The programme’s co-executors are the Ministry of Finance and the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Cultural Cooperation. The Ministry of Civil Defence, Emergencies and Disaster Relief, the Ministry of Defence, and the Ministry of Regional Development will participate in the programme’s implementation.
The state programme includes three sub-programmes:
- development and implementation of national policy and legal regulation in the sphere of international relations involving the Russian Federation;
- fulfillment of Russia’s financial obligations to support inter-state structures, established by the member states of the Commonwealth of Independent States;
- implementation of activities in the fields of international cultural cooperation and international development assistance.
The state programme aims to ensure comprehensive and effective support of Russia's interests in the international arena and create a favourable external environment for the country’s long-term development.
The state programme’s key objectives are:
- to formulate and implement state policy and legal regulation in the sphere of international relations;
- to fulfill Russia’s financial obligations arising from international agreements and decisions involving the Russian Federation and implemented through funding from the federal budget;
- to promote and expand Russia’s cultural presence in the world.
The state programme is to be implemented in 2013-2020.
