The programme has been drafted by the Federal Service for Drug Control in order to improve the quality and effectiveness of efforts to crack down on drug trafficking and to coordinate the counternarcotics activities of federal executive bodies.
The programme includes the following sub-programmes:
– Comprehensive measures to combat drug trafficking;
– Coordinating counternarcotics activities of federal and regional executive authorities of the Russian Federation.
Programme indicators:
– percentage of criminal cases pending with drug enforcement authorities that involve grave and particularly grave crimes;
– percentage of preliminary investigations by drug enforcement authorities that involve organised crime;
– percentage of criminal cases for which drug enforcement authorities have conducted preliminary investigations.
Investigative work will be conducted as part of the programme in order to detect, prevent, and interdict drug-related crimes. Effective anti-drug cooperation will be established with civil society, federal executive bodies, Russian regions, local authorities and Russian citizens.
Measures designed to foster communication with society on anti-drug initiatives, including with the use of modern innovative technologies, have been proposed.
Improving staffing policies, research, methodological and development work in the anti-drug sphere is an important aspect of the programme.
Plans to organise international multilateral and bilateral counternarcotics cooperation include:
– improving the legal foundation of international cooperation;
– organising and improving the work of foreign-based staff of the Federal Service for Drug Control, and improving the legal framework guiding their work;
– expanding the geographic reach of foreign-based staff of the Federal Service for Drug Control;
– increasing the personnel of related Russian ministries and departments at international organisations.
The programme seeks to:
– develop and implement government measures to step up the fight against drug use among young people, including employment and recreational opportunities and expanding social infrastructure;
– establish a system of instructional, educational, cultural, sports and fitness policies designed to promote personal growth and to encourage people to lead a healthy lifestyle;
– develop and implement a programme to foster an anti-drug media environment;
– promote prevention with risk groups of illegal drug users and at-risk children;
– create a system to identify users of drugs for non-medical purposes;
– ensure the participation of the Federal Service for Drug Control in developing a nationwide system for social rehabilitation and re-socialisation.
The state programme Combating Illegal Drug Trafficking will be implemented in one phase from 2013 to 2020. Total funding amounts to 212.16 billion roubles: 23.42 billion roubles in 2013, 23.27 billion in 2014, and 23.09 billion in 2015.
The programme will better protect citizens, society and the state from the dangers posed by narcotics, and improve cooperation between federal and regional executive bodies on organising counternarcotics efforts.
