The programme Aviation Industry Development, 2013-2025 was drafted by the Ministry of Industry and Trade in accordance with Government Directive No 1950-r of 11 November 2010 on approving the list of state programmes in the Russian Federation and in accordance with Government Resolution No 588 of 2 August 2010 On Approving the Procedure to Draft, Implement and Assess the Efficiency of State Programmes of the Russian Federation.
The draft programme was coordinated with the Ministry of Transport, the Ministry of Economic Development and the Ministry of Finance, and approved at a Government meeting.
The programme will create favourable conditions for implementing a package of programme measures, which aim to attain global competitiveness in the Russian aviation industry and to strengthen its position (currently ranked third) in terms of production volumes.
The following main objectives should be accomplished in order to achieve this goal:
- creating of science and technological potential and technology for developing advanced aircraft;
- strengthening the science, design-engineering, production and human resource potential of the industry;
- improving product lines by developing aircraft families with maximum standardisation;
- improving the investment climate of the industry;
- achieving the level of advanced countries in terms of product quality standards;
- creating incentives for purchasing Russian-made aircraft;
- implementing state support measures for the industry in accordance with WTO requirements.
The following target indicators and parameters are stipulated in order to ensure quality control and to assess programme implementation efficiency:
- revenue from the sale of products and services of industry companies;
- labour productivity;
- the profitability of corporate sales and assets;
- the number of delivered aircraft and engines;
- the share of innovative products and services;
- the share of high-tech exports on the global market.
Under the Strategy for Innovation Development of the Russian Federation to 2020, there are plans to implement the following measures:
- creating new technologies and innovative projects in the aviation industry, which are competitive on the global market;
- supporting and developing unique test bench facilities ensuring the development of the industry;
- reducing Russia’s science and technological and production lag behind advanced countries in the area of aircraft manufacture;
- establishing the Science and Research Centre Zhukovsky Institute to address basic issues of aircraft industry development;
- establishing innovative territorial aviation centres;
- ensuring technology transfers to related industries.
Expected programme implementation results:
Attainment of the following global civilian and military market segments in terms of cash volumes:
- aircraft production: 3.2% and 10.9%, respectively;
- helicopter production: 12% and 16.5%, respectively;
- aircraft engine production: 1.4% and 12.9%, respectively;
- production of aircraft engine units and systems: 4.4% and 5.4%, respectively;
- aircraft instrument engineering: 10.9% and 21%, respectively.
In the area of aviation science and technology:
- creating a cost-effective system for managing research projects through the coordination of efforts of science and industry companies;
- creating the science and technological potential for achieving a breakthrough in key areas;
- creating world-class science and experimental facilities for conducting advanced research and development projects and tests;
- expaning Russia’s involvement in international aviation research projects.
In the area of general aviation:
- upgrading the available air fleet;
- developing modern aircraft for local airlines and organising production.
Plans have been made to establish competitive world-class corporations with sustained profitability up to 2025. This will make it possible to launch commercial production of advanced aircraft and to create a cost-effective system for post-sale maintenance.
The main programme indicators up to 2025, on 2011 levels:
- number of annually delivered civilian aircraft: 180 units (26-fold increase);
- number of annually delivered military aircraft: 130 units (1.4-fold increase);
- number of annually delivered civilian helicopters: 215 units (3.6-fold increase);
- number of annually delivered civilian helicopters: 245 units (1.2-fold increase);
- number of annually delivered military and civilian aircraft engines: 3,000 units (4.3-fold increase);
- number of annually delivered engines for ground and ship-borne gas turbine systems: 130 units (3.1-fold increase);
- revenues from the sale of goods, products and services of aviation industry enterprises: 1.775 billion roubles (3.5-fold increase);
- per capita labour productivity at industry enterprises: at least 14 million roubles annually (9.4-fold increase).
In all, there are plans to build about 3,350 aircraft and 5,550 multi-role helicopters, as well as over 33,000 engines, during the programme’s implementation. Total sales should be about 14,000 billion roubles.
In 2013-2025, the programme is to receive 1.706 trillion roubles’ worth of funding, in terms of the relevant annual prices, including 1.208 trillion roubles’ worth of federal budget funding and 497.8 billion roubles’ worth of funding from extra-budgetary sources.
The achievement of the programme’ goals and the system-wide accomplishment of its objectives will make it possible to create an entirely new and innovative aviation industry and to ensure the sustained socioeconomic development of the Russian Federation, as well as improved living standards.
