The draft state programme Development of the Electronics and Radio Electronics Industry, 2013–2025 was reviewed and approved at a meeting of the Russian Government on 25 October, 2012.
This is a comprehensive programme on the long-term system-wide development of electronics and radio electronics, encompassing initiatives implemented as part of the relevant federal targeted programmes.
The programme comprises the Federal Targeted Programme Development of the Electronic Component Base and Radio Electronics for 2008-2015, the sub-programme Creation of an Electronic Component Base for Military Systems, Complexes and Armaments, Military and Specialised Equipment for 2011-2020, and the Federal Targeted Programme Development of Russia’s Defence Industry Complex in 2011-2020.
The programme is to enhance the competitiveness of the radio electronics industry by creating an infrastructure for developing the key initiatives, gaining a foothold on the international market and unlocking the sector’s innovation potential.
The following priority objectives are to be achieved in order to deliver on the aforementioned objective:
- laying the groundwork for the development of promising radio electronics technology;
- creating a contemporary research, technology and production base for making competitive radio electronics devices;
- ensuring the required production volume for radio electronic devices for priority armaments and military and other specialised equipment that will shape the future of Russia’s Armed Forces.
The programme comprises initiatives to foster domestic innovation in line with the Strategy of Innovative Development of the Russian Federation until 2020.
The programme runs from 2013 until 2025 and is divided into three stages: 2013-2015, 2016–2020 and 2021–2025.
The programme features key performance indicators for overseeing and evaluating the efficiency of initiatives implemented within its framework. The programme is expected to pave the way for achieving by 2025 the following benchmarks compared to 2011:
- a 2.7-fold increase in the share of Russian radio electronic devices on the international market;
- a 2.5-fold increase in the share of Russian radio electronic devices on the domestic market;
- a 6.5-fold upsurge in labour productivity;
- a 3-fold increase in the number of jobs created (cumulatively);
- a 6.4-fold increase in the production of Russian radio electronics products in terms of monetary sales;
- doubling the percentage of upgraded and new plants and equipment within the industry;
- a 3.9-fold increase in the volume of exports.
