The aim of the state programme is to create a legal, economic and institutional environment so as to allow the labour market to develop effectively.
The main goals of the programme are to prevent any increase in tension on the labour market; to help employees acquire professional skills and ensure they have adequate health protection; to protect labour rights; and to attract foreign employees to meet the needs of the economy.
The state programme includes the following subprogrammes: Active Employment Policy and Social Support for the Unemployed, Foreign Labour Migration and Development of Labour Market Institutions.
The programme will be implemented in 2013-2020. The total funding for the state programme in 2013-2020 will be 634.9 billion roubles, with 569.3 billion roubles allocated from the federal budget. In 2013 and the 2014-2015 planned period, the volume of funding will be 229.7 billion roubles, with 205 billion roubles coming from the federal budget.
