The Education Development programme aims to ensure that the quality of education meets people’s changing requirements and the development objectives of Russian society and economy, as well as to boost the effectiveness of the youth policy in order to facilitate innovative and socially oriented national development.
The programme has the following main objectives:
- shaping a flexible continuing education system that is accountable to society and is aimed at developing human potential and meeting the current and prospective socioeconomic requirements of the Russian Federation;
- developing infrastructure and organisational and economic mechanisms for ensuring that children have equal access to preschool, general and extracurricular education;
- modernising preschool, general and extracurricular education programmes to ensure that educational and social outcomes meet modern requirements;
- creating a modern system for assessing the quality of education based on the principles of openness, impartiality, transparency and public and professional involvement; and
- putting in place an efficient system for young people to adapt to the social environment, achieve self-fulfillment and develop their potential.
The programme comprises the following sub-programmes and federal targeted pogrammes: Professional Education Development; Developing Preschool, General and Extracurricular Education for Children; Improving the System for Assessing the Quality of Education and the Information Transparency of the Education System; Youth Involvement in Social Practices; Measures to Ensure the Implementation of the Education Development Government Programme for 2013-2020 and Other Activities in Education; the Russian Language Federal Targeted Programme for 2011-2015; and the Education Development Federal Targeted Programme for 2011-2015.
The programme is to be implemented in the period of 2013-2020 and provides for three stages: the first stage – 2013-2015, the second stage – 2016-2018 and the third stage – 2019-2020.
