The document was drafted by the Ministry of Economic Development in accordance with Clause 6 of the list of Presidential instructions of December 22, 2012 on the implementation of the annual Presidential Address to the Federal Assembly made on December 12, 2012 and Clause 27 of the Government Instruction of December 28, 2012.
The global biotechnology market is developing rapidly and is expected to reach $2 trillion by 2025. The annual growth rates for some segments of this market range from 5%-7% to 30%.
Russia accounts for less than 0.1% of the global biotechnology market. There are some biotechnology products for which it has no production of its own and it imports over 80% of biotechnology products.
A roadmap has been developed to reduce Russia’s backward position behind the leading biotechnology countries and to lower its dependence on imports by increasing domestic production.
This roadmap is connected to the Comprehensive Programme of Biotechnology Development up to 2020, approved by Prime Minister (No. 1853p-P8 of April 24, 2012). It sets out measures to be taken in the fields of biopharmaceutics, biomedicine, industrial biotechnology, bioenergy, agriculture and food biotechnology, forest biotechnology, nature conservation biotechnology and genetic engineering.
The measures outlined in the roadmap are aimed at promoting domestic demand for biotechnology products and their export, as well as creating the production and engineering capability for the development of new industries.
The roadmap also includes measures aimed at promoting research and development, production potential and cooperation, including at the regional and international levels, as well as at improving government regulation and staff training.
The list of targets, standards and indicators of the development of biotechnology and genetic engineering consists of 30 items, including the target of achieving the following volumes of output of biotechnology products by 2018:
- Consumption – 300 billion roubles (128 billion roubles in 2012);
- Production – 200 billion roubles (26 billion roubles in 2012);
- Export – 50 billion roubles (less than 1 billion roubles in 2012).
The implementation of this roadmap will help to increase the contribution of the biotechnology industry to around 1% of GDP by 2020 and also to create conditions for increasing it to at least 3% of GDP by 2030.
The roadmap was discussed and approved at a Government meeting on July 10, 2013.
