The programme has been prepared by the Ministry of the Interior pursuant to Article 28 of the federal law On Public Protection of Crime Victims, Witnesses and Other Participants in Criminal Legal Proceedings and in furtherance of the main objectives of the state programme Protection of Crime Victims, Witnesses, and Other Participants in Criminal Legal Proceedings, 2009-2013 (approved by Government Resolution No 792 of 2 October 2009).
Participating in the programme are government bodies responsible for security and social assistance: the Ministry of the Interior, the Federal Security Service, the Ministry of Defence, the Federal Service for Drug Control, the Federal Penitentiary Service, the Federal Customs Service and the Federal Service for Labour and Employment.
The programme, which covers a five-year period from 2014 to 2018, seeks to ensure that victims and witnesses of crimes, and other participants of criminal proceedings are protected.
The programme incorporates the experience gained during implementation of the state programme Protection of Crime Victims, Witnesses, and Other Participants in Criminal Legal Proceedings, 2006-2008, approved by Government Resolution No 200 of 10 April 2006, as well as the state programme Protection of Crime Victims, Witnesses, and Other Participants in Criminal Legal Proceedings, 2009-2013, approved by Government Resolution No 792 of 2 October 2009.
Federal funding for the programme totals 1,405.55 million roubles in 2014-2018.
Implementation of the programme does not require any additional allocations from the federal budget.
The programme is part of the state programme Public Order and Crime Prevention approved by Government Directive No. 313-r of 6 March 2013.
