The document was drafted by the Ministry of Education and Science.
The draft agreement has been developed following the proposals of President of the Republic of Kazakhstan Nursultan Nazarbayev on cooperation in science and technology made at the meeting of the Council of Heads of State of the SCO members on June 6-7, 2012.
The document provides for cooperation between the SCO states in organising science and technology research, developing and implementing joint programmes and projects, developing and adopting innovative technology in various areas of science, sharing science and technology information, and exchanging experts and scientists, and in other forms.
The agreement will contribute to developing bilateral and multilateral cooperation between the SCO participants in science and technology. After coming into effect, the agreement will be open for any SCO nation to join.
The implementation of the statutes of the directive will not require funding from additional federal subsidies, regional budgets and municipal budgets and will not lead to a reduction of the receipts of these budgets.
