While carrying out operational-preventive actions to stop the turnover of new psychoactive substances, the Federal Service for Drug Control has identified a number of uncontrollable dangerous psycho-stimulants that make up "smoking blends."
These substances are being sold, including online, under the guise of medicinal drugs, consumer goods and household chemicals.
The threat to public health comes from the non-medical use of these psychoactive substances.
Since these new psychoactive substances and precursors of narcotic substances have not been included in the list of narcotic substances, psychotropic substances and their precursors subject to control in the Russian Federation adopted by Government Resolution No. 681 of June 30, 1998 (hereinafter, the List), it is difficult to suppress their sales.
In order to improve the efficiency of countering the sales of new types of psychoactive substances and precursors of narcotic substances and psychotropic substances, the Resolution introduces amendments to the List specifying the concepts considerable, large and very large amounts of narcotic substances for the purposes of Articles 228, 2281, 229 and 2291 of the Criminal Code which are specified in Government Resolution No. 1002 of October 1, 2012. The considerable, large and very large amounts of substances introduced to the List are determined similarly to the amounts of similar narcotic and psychotropic substances. This Resolution is aimed at improving the Russian legislation in the main strategic areas of anti-drug policy and will improve state control over sales of new narcotic substances and precursors of narcotic substances and psychotropic substances.
The implementation of the resolution will not require any additional allocations from the federal budget.
