This directive was drafted by the Ministry of Natural Resources and Environment and expands the list of federal mineral deposits allotted without tenders by adding to it a mineral deposit located in the Barents Sea, including the Ludlovskoye gas field, as well as the Beloostrovsky and Yuzhno-Obsky mineral deposits in the Kara Sea and a mineral deposit comprising the Rusanovskoye gas-condensate field, and allows Gazprom to use the above-mentioned mineral deposits for geological prospecting, surveying and hydrocarbon production.
The document aims to implement the provisions of the Russian Federation’s Law On Mineral Resources (Article 101) and to provide legal grounds for allotting federal mineral deposits on the continental shelf of the Russian Federation without tenders, for prospecting operations and production of mineral deposits under a combined license.
Article 40 of the Russian Federation’s Law On Mineral Resources states expressly that users of mineral resources with the right to exploit mineral deposits shall make lump-sum payments for the use of mineral resources. The volume of these payments shall be calculated under Government Resolution No 94 of February 4, 2009 and shall total 4.4 billion roubles for a federal mineral deposit comprising the Ludlovskoye gas field; 160.3 million roubles for the Beloostrovsky mineral deposit and 17.9 billion roubles for the federal mineral deposit comprising the Rusanovskoye gas-condensate field.
