The document has been drafted by the Ministry of Natural Resources and Environment in accordance with the Procedure to Draft, Implement and Assess the Effectiveness of State Programmes of the Russian Federation, approved by Government Resolution No. 588 of August 2, 2010.
The state programme on The Development of the Forestry Sector in 2013-2020 was approved by Government Directive No. 2593-r of December 28, 2012, in accordance with which the Ministry of Natural Resources and Environment is to act as the executive agent, while Federal Agency for Forestry is to act as the associate executive agent. Pursuant to Article 28 of the Procedure, the state programme is being implemented in accordance with the plan for the next fiscal year and the planning period, which features a list of the key socially important milestones.
The milestones included in the implementation plan reflect progress in implementing all sub-programmes within the specific state programme (“Protecting and Safeguarding Forests,” “Ensuring Forest Use,” “Reforestation,” “Ensuring the Implementation of the State Programme”).
For instance, the sub-programme Protecting and Safeguarding Forests has 29 milestones which mark specific achievements in implementing the programme's activities (constructing roads for preventing fires, creating fire barriers, laying cuttings and fire breaks), and also outline deliverables of the key activities included in the programme for 2013-2015 (reducing the proportion of major forest fires, improving fire-fighting efficiency, reducing the proportion of man-made fires). The quantitative deliverables for achieving the sub-programme's milestones correspond to the deliverables (indices) of the sub-programme.
