The document was drafted by the Ministry of Agriculture in execution of a Government Instruction of March 30, 2013.
In order to ensure effective monitoring and control, the plan to implement the State Programme includes the most important control developments, which have the most serious impact on implementation deadlines and results:
· Sub-Programme Managing the Fish Industry: Producing (catching) aquatic biological resources, providing international-law support for and protecting the interests of the Russian fishing fleet in areas covered by international treaties and agreements of the Russian Federation and in the open sections of the world’s oceans;
· Sub-Programme Aquatic Resource Development: Opening fish-breeding plants, ensuring the artificial reproduction of aquatic biological resources and their preservation, ensuring the acclimatisation of aquatic biological resources and fishery-industry amelioration, as well as conducting federal oversight of the state of aquatic biological resources and their habitats;
· Sub-Programme Science and Innovation: Studying the volume of resources and conducting federal oversight of aquatic biological resources and their habitats;
· Sub-Programme Protection and Oversight: Ensuring safe navigation of fishing-fleet vessels in fishing areas , ensuring more effective state oversight (control) in the area of fishing and the preservation of aquatic biological resources;
· Sub-Programme Modernisation and Incentives: Spending subsidies to compensate fishing companies and self-employed business persons for part of their expenditures in servicing investment loans that have been taken out at Russian loan agencies, for construction and modernisation of fishing vessels, as well as for construction and modernisation of facilities of the fish-processing infrastructure and fish-products storage facilities;
· Sub-Programme Ensuring State Programme Implementation: Providing material and technical support for the activity of territorial divisions of the Federal Agency for Fisheries.
The state programme implementation plan is to receive 32.22 billion roubles in 2013-2015 under the federal law On the Federal Budget for 2013 and the 2014-2015 Planning Period, including 30.9 billion roubles’ worth of federal-budget funding.
The fulfillment of the directive’s provisions will make it possible to more effectively implement the state programme.
The document instructs the Ministry of Agriculture to post the approved state programme implementation plan on its official website and also on the website of state programmes of the Russian Federation over a period of two weeks after the official publication of the Government directive on this issue.
