This document was submitted by the Ministry of Education and Science per Clause 1 of the List of Instructions of June 6, 2013 issued by Dmitry Medvedev at the meeting On Ensuring the Accessibility of Pre-School Education, and per implementing Resolution of the Government of the Russian Federation No. 459 of June 3, 2013 On Procedures for Allocating and Distributing Subsidies from the Federal Budget to the Budgets of the Russian Regions for Implementing Measures to Modernise the Regional Pre-School Education Systems in 2013.
The allocated subsidies may be used for:
The procurement of equipment for additional occupancy at pre-school education organisations;
Creating additional capacity at pre-school education and other organisations through the more efficient use of facilities;
Reconstruction, major and routine repairs of pre-schools’ buildings;
Construction of buildings for pre-schools;
Purchasing buildings and premises for implementing pre-school education programmes;
Support of non-state sector of pre-school education;
Development of other forms of pre-school education.
The aforementioned subsidies for the Russian regions were calculated in accordance with the Rules for the Allocation and Distribution of Federal Budget Subsidies to Regional Budgets for Modernising Regional Pre-school Education Systems, approved by Resolution of the Government No. 459 of June 3, 2013. The subsidy is contingent on the availability of funds in the budget of a region earmarked for a package of measures on modernising regional pre-school education.
The federal budget subsidies will go to 82 regions. The Nenets Autonomous District will receive the subsidy as part of the Arkhangelsk Region.
The implementation of the provisions of the Directive will ensure a step-by-step solution to providing accessible pre-school education as stipulated by the President’s Decree No. 599 of May 7, 2012 On Measures to Implement the State Policy in Education and Science.
