The document has been drafted by the Federal Tariff Service in accordance with:
-Point 16 of the Priority Plan for the Implementation of the Federal Law of July 27, 2010 On Heating Supplies, approved by Government Resolution No. 2485-r of December 30, 2010;
-Points 3 and 4 of the Plan for Drafting Regulatory Acts Required to Implement the Federal Law of June 4, 2011 On Amending the Housing Code of the Russian Federation and Certain Legislative Acts of the Russian Federation, approved by Government Resolution No. 1425-r of August 11, 2011;
-Point 15 of the Action Plan To Implement the federal law of July 18, 2011 On Amending Certain Legislative Acts of the Russian Federation on State Monitoring (Supervision) and Municipal Monitoring;
-Points 8 and 9 of the Plan for Drafting Regulatory Government and Departmental Acts Required to Implement the Federal Law of December 7, 2011 On Water Supplies and Drainage, approved by Government Resolution No. 536-r of April 17, 2012;

The document lays down a unified procedure for state monitoring (supervision) of state-regulated prices (tariffs) at the federal and regional levels. The Regulations establish the procedure for state monitoring (supervision) and set requirements to the organisation of the monitoring (supervision) by executive authorities in the Russian regions engaged in state monitoring of prices (tariffs).
Federal state monitoring (supervision) is exercised by the Federal Tariff Service, which monitors the setting, changing and/or applying of state regulated prices (tariffs or extra charges) and/or their marginal indices in gas supplies, the electricity industry, regulation of utilities tariffs and extra charges, heating, water supplies and drainage, activities of natural monopolies within their terms of reference, including fees for the connection to a unified national (all-Russian) grid and/or standardised tariff rates that determine the size of this fee, and also the use of investment resources included in state-regulated prices (tariffs) in the power industry; it is also responsible for ensuring that corporate entities, individual entrepreneurs and executive authorities in the Russian regions comply with information disclosure standards in the state regulation of prices (tariffs).
Regional state monitoring (supervision) is exercised by executive authorities in the Russian regions concerned with state regulation of prices (tariffs). The authorities monitor the setting, changing and/or applying of state regulated prices (tariffs or extra charges) and/or their marginal indices in the electricity industry, regulation of utilities tariffs and extra charges, heating, water supplies and drainage, activities of natural monopolies within their terms of reference, including the charging by territorial grid organisations of grid connection fees, and/or standardised tariff rates that determine the size of this fee, and also the use of investment resources included in state-regulated prices (tariffs) in the electricity industry and heating; they are also responsible for ensuring that corporate entities, individual entrepreneurs and local government authorities in the communities and municipalities comply with information disclosure standards when exercising mandated powers of tariff regulation.
State monitoring (supervision) is exercised by the above mentioned agencies of state monitoring (supervision) with respect to:
-Corporate entities and individual entrepreneurs (concerning prices (tariffs or extra charges) and grid connection fees and/or standardised tariff rates that determine the size of this fee, use of investment resources included in state-regulated prices (tariffs) and ensure compliance with information disclosure standards);
-Executive authorities in the Russian regions concerned with state regulation of prices (tariffs) and local government authorities in communities and municipalities (regarding the setting or changing of prices (tariffs or extra charges) and/or their marginal indices and the observance of information disclosure standards).
The document lists out the actions that are performed to organise state monitoring (supervision): spot checks, regular surveillance and analysis; monitoring prices (tariffs) and adoption of measures provided by Russian laws to prevent and/or rectify the consequences of violations.
The resolution is aimed at implementing the provisions of the above-mentioned federal laws, updates the regulatory framework for state-fixed prices (tariffs) and lays down a unified procedure for state monitoring (supervision) in this area.
