The document has been drafted by the Ministry of Labour and Social Protection in accordance with the federal law On the Subsistence Minimum in the Russian Federation.
The nationwide subsistence minimum is designed to assess the living standards while developing measures to implement social policy and federal social programmes, substantiate the minimum wage, established at the federal level, and determine the amount of benefits and social payments.
The calculation of the minimum subsistence level is done in line with the new policies launched in 2013, according to which food products are defined in terms of their physical indicators and non-foods and services in correlation to the cost of food products.
The calculation of the subsistence level for the first quarter of 2013 has been carried out on the basis of the overall consumer basket, the level of food prices and consumer price indices for food products, non-foods and services in January-March 2013.
The resolution sets the subsistence minimum in the first quarter of 2013 at 7,095 roubles per capita, 7,663 roubles for working-age population, 5,828 for pensioners and 6,859 for children. As a result, the growth of the subsistence minimum level, to compare with the fourth quarter of 2012, is 5.8%, 5.1%, 10.4% and 6.6% respectively, with the consumer price index of 101.9%.
