The document was drafted by the Ministry of Sport in accordance with Presidential Executive Order No. 282 of March 25, 2013.
The Executive Committee of the International Federation of Football Associations (FIFA) took the decision on December 2, 2010 to hold the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in Russia.
In order to create the conditions for the World Cup and to fulfil the obligations of the Russian Federation set out in governmental declarations and guarantees given to FIFA, the resolution establishes a Programme of preparations for holding the 2018 World Cup in Russia.
The facilities and activities outlined in the Programme are grouped into 11 sub‑programmes based on their industry focus. Responsibility for the implementation of the sub-programmes has been delegated to the relevant federal executive bodies and regional authorities.
The Programme includes the construction and renovation of 281 facilities and the implementation of nine events.
The implementation of the resolution will enable the obligations of the Russian Federation set out in governmental declarations and guarantees given to the FIFA to be fulfilled on time and efficiently.
The Programme will expand the regional network of professional and amateur football facilities to improve the accessibility of sports facilities to the Russian public.
Modern hotel, transport, power and engineering and utility infrastructure will be set up in the World Cup host cities.
