The agreement between the governments of Russia and the United States on the customs-clearance procedure and duty-free import of goods being transferred as part of Russian-US cooperation in research and peaceful use of outer space was signed in Moscow on 16 December 1994.

The agreement between the governments of Russia and the United States on the customs-clearance procedure and duty-free import of goods being transferred as part of Russian-US cooperation in research and peaceful use of outer space, hereinafter referred to as the “Agreement,” was signed in Moscow on 16 December 1994. It was ratified by Federal Law No. 97-FZ of 28 June 1995 and entered into force on 26 August 1996. In 2007 and 2012, the agreement was extended for a period of five years, respectively.
Under the agreement, Russia and the United States shall import and export goods for joint space cooperation projects duty-free and without taxation.
The signed directive approves the proposal to conclude the agreement by the exchange of documents between the governments of Russia and the United States to extend the agreement for a period of five years.
Extending the agreement will create favourable conditions for implementing the parties’ mutual obligations, as stipulated by the Agreement on the Exploration and Use of Outer Space for Peaceful Purposes of 17 June 1992.
The agreement’s extension meets Russian interests and will help effectively implement its space programmes, as well as joint space projects.
