Under Federal Law No. 22-FZ On Navigation Activities dated February 14, 2009, financial support for navigation activities is based on its target orientation and multiplicity of sources of finance and carried out, among other things, at the expense of budget allocations from the federal budget, the budgets of constituent entities of the Russian Federation and other sources in accordance with the legislation of the Russian Federation.
With regard to the departmental structure of federal budget spending for 2013 (Appendix No.7), Article 7 of Federal Law No. 216-FZ On Federal Budget for 2013 and the 2014 and 2015 Planning Period dated December 3, 2012, allocates to the Ministry of Transport 1.5 billion roubles for information and navigation support of motor routes in North-South and East-West transport corridors; with regard to the departmental structure of federal budget spending for the 2014 and 2015 planning period (Appendix No.10), another 1.5 billion roubles is to be allocated to the Ministry of Transport for the same purpose in 2014.
Government Resolution No. 1367 On Approving the Rules for Providing and Distributing in 2013-2014 Subsidies from the Federal Budget to the Budgets of Constituent Entities of the Russian Federation for Information and Navigation Support of Motor Routes in North-South and East-West Transport Corridors dated December 21, 2012, specifies that subsidies are to be allocated to the constituent entities of the Russian Federation hosting the North-South and East-West transport corridors for the purposes of co-financing expenditure commitments for the implementation of regional programmes aimed at ensuring information and navigation support for relevant transport routes.
The Resolution lists 31 constituent entities of the Russian Federation to which, given their compliance with a number of conditions, subsidies are to be allocated from the federal budget in accordance with the procedure and on terms outlined in the Rules.
Under Clause 10 of the Rules, the Russian Ministry of Transport issued Order No.19 dated February 1, 2013, establishing the Commission of the Ministry of Transport for Considering Applications from the Top Executive Authorities of Constituent Entities of the Russian Federation on Inclusion in the List of Recipients of Subsidies from the Federal Budget to Budgets of Constituent Entities of the Russian Federation for Information and Navigation Support of Motor Routes in North-South and East-West Transport Corridors.
All constituent entities of the Russian Federation listed in the Resolution have submitted applications to the Ministry of Transport on being included in the list of recipients of subsidies in accordance with established procedure. Based on the Commission’s reports, the Ministry of Transport has issued a resolution on including the said constituent entities of the Russian Federation in the list of recipients of subsidies.
The estimated amount of subsidies to be allocated to the constituent entities of the Russian Federation has been determined as follows:
1) in 2013: 1.112 billion roubles (which corresponds to the total amount of investment of organisations in the implementation of regional programmes of constituent entities of the Russian Federation);
2) in 2014: 1.069 billion roubles (which corresponds to the total amount of investment of organisations in the implementation of regional programmes of constituent entities of the Russian Federation).
The undistributed remainder of subsidies amounts to 387.881 million roubles in 2013 and 430.930 million roubles in 2014; this will be distributed among the relevant constituent entities of the Russian Federation before the end of the current year on the basis of a separate decision of the Government of the Russian Federation. Allocating subsidies for information and navigation support of motor routes in North-South and East-West transport corridors from the federal budget to the budgets of the constituent entities of the Russian Federation will make it possible for constituent entities of the Russian Federation to implement in 2013-2014 regional programmes aimed at ensuring information and navigation support on the said motor routes, including the establishment, jointly with corporate investors, of businesses specialising in information and navigation services.
