In accordance with Government Resolution No. 1071 of October 20, 2012 approving the Rules on Establishing, Restructuring or Closing Down Regional Customs Departments, Customs Offices and Customs Posts, the Federal Customs Service can take the decision to close customs posts only after consulting the Ministry of Economic Development, the regional executive authorities, the Russian Union of Industrialists and Entrepreneurs, the Russian Chamber of Commerce and Industry and the Delovaya Rossiya organisation of industry associations, and only after considering the proposals made as part of the work of the Government Commission on Economic Development and Integration.
The Government has received a request from the president of the Opora Russia organisation for small and medium businesses, who proposed amending Government Resolution No. 1071 of October 20, 2012 to stipulate consulting the said organisation on the potential closure of customs posts.
The document signed stipulates adding the Opora Russia organisation for small and medium businesses to the list of national public organisations which the Federal Customs Service must consult when drafting decisions to shut down customs posts.
The participation of Opora Russia in discussions on the structure of customs agencies will allow the interests of small and medium businesses to be taken into account and to preclude discriminatory decisions.
