The document was drafted by the Ministry of Regional Development under an action plan to attract private investment in the housing/municipal utilities sector, approved by Government Directive No. 1493-r of August 22, 2011 and in line with the requirements of the Urban Development Code of the Russian Federation.
The resolution aims to create favourable conditions for local governments, so that they can effectively exercise their authority in providing the population with quality utilities services.
The introduction of standard requirements for programmes on the comprehensive development of the utilities infrastructure will make it possible to attract private investment in the housing/municipal utilities sector. This will ensure the cost-effective and rational use of energy resources, as well as comfortable living conditions for citizens.
The implementation of the resolution’s provisions will make it possible to systematise various projects and measures, which are part of investment and energy-saving programmes of utility companies, to reduce outlays during the production and transportation of utility resources, to reduce budget expenditures for the reconstruction of the above-mentioned facilities during the implementation of comprehensive investment projects and energy-saving programmes and to improve the quality of reforming the housing/municipal utilities sector by establishing cost-effective mechanisms to manage the national utilities sector.
