The document has been drafted by the Ministry of Transport in execution of Article 311 of the federal law On Motor Roads and Road Maintenance in the Russian Federation and on Introducing Amendments to Certain Legislative Acts of the Russian Federation.
The resolution proposes that:
-fees for recouping the damage done to federal public roads by vehicles with an allowable maximum weight of over 12 tonnes should be 3.5 roubles per 1 kilometre travelled on the roads concerned;
-the size of the payment should be subject to annual indexation in line with the actual change in the consumer price index;
-rules should be approved for charging fees to recoup the damage done to federal public roads by vehicles with an allowable maximum weight of over 12 tonnes;
-the resolution should come into force on November 1, 2014.
Implementation of the resolution’s provisions will ensure that fees charged for recouping the damage done to federal roads by vehicles with an allowable maximum weight of over 12 tonnes start contributing to the federal budget revenue from November 1, 2014.
With all fees collected, the net discounted budget revenue is expected to be 384.3 billion roubles a year.
