The Resolution stipulates, in particular, the re-launching of the Joint Russian-Turkish Intergovernmental Commission on Trade and Economic Cooperation and intergovernmental negotiations on a mid-term programme of trade, economic, research, technical and cultural cooperation.

The Resolution was submitted by the Ministry of Economic Development in keeping with Presidential Executive Order No. 314 of June 30, 2016 On Amendments to Executive Order No. 583 of November 28, 2015 On Measures to Ensure the National Security of the Russian Federation and on the Protection of Citizens of the Russian Federation against Criminal and Other Illegal Acts and on the Application of Special Economic Measures Against the Turkish Republic.
The Resolution will amend Government Resolution No. 1296 of November 30, 2015, which stipulates measures for the implementation of Executive Order No. 583.
The amendments stipulate the re-launching of the Joint Russian-Turkish Intergovernmental Commission on Trade and Economic Cooperation.
Negotiations are also to be resumed on an intergovernmental agreement on trade in services and investment and a mid-term intergovernmental programme of trade, economic, research, technical and cultural cooperation for 2016-2019, and on the establishment of a joint Russian-Turkish fund to finance investment projects in Russia and Turkey.
Clause 10 of Resolution No. 1296, under which the Federal Service for Supervision of Consumer Protection and Welfare (Rospotrebnadzor) is made responsible for monitoring the compliance of travel operators and travel agencies with the requirement that compels them to refrain from offering tourist products to Russian citizens that include visits to Turkey, shall be considered void.
In light of the state of emergency introduced in Turkey, the Foreign Ministry of Russia and federal executive bodies have been instructed to monitor the safety of Russian citizens in Turkey and to propose measures to protect their rights in case of danger.
