The documents were drafted by the Ministry of Education and Science in execution of Government Resolution No. 447 of June 8, 2011 On Budget Investment in the Construction of the 4th Humanities Wing at the State Budget Higher Professional Educational Institution – Lomonosov Moscow State University.
In 2012, construction of the 1st stage of the University’s academic wing, including Blocks A and B, was completed.
The 1st stage of the University’s academic wing was built using University funds. Allocations were saved thanks to reducing the length of external utility mains as a result of new technical specifications from the relevant Moscow agencies and using more advanced technologies.
This made it possible to save 28,029,300 roubles of federal budget funding in 2012 and 506,376,000 roubles in 2013. The allocations saved will be used to build the 2nd stage of the University’s academic wing, part of Block C.
Resolution No. 461 of June 3, 2013 set out amendments with regard to construction deadlines and the financing of the 1st stage of the University wing.
Resolution No. 473 of June 5, 2013 specified federal budget funding for the construction of the 2nd stage of the University’s academic wing in 2013-2015, as specified by Federal Law No. 216-FZ On the Federal Budget for 2013 and the 2014-2015 Planning Period of December 3, 2012. A total of 506,376,000 roubles of federal budget funding have been allocated for the implementation of this investment project in 2013. In addition, 1 billion roubles and 956,094,300 roubles of federal budget funding have been allocated for 2014 and 2015, respectively, to enable the facility to open in 2015.
Project documentation making it possible to continue construction of the 2nd stage of the University’s academic wing has been drafted and approved by the Moscow City Expert Examination Board.
The implementation of the provisions of these resolutions will help expand the University’s material assets and technical equipment levels in accordance with international norms and standards, help improve the quality of the University’s educational services and train highly skilled specialists.
