The directive aims to improve the system of monitoring, reporting and verifying the volume of greenhouse gas emissions in Russia, will promote the efficient implementation of measures to reduce greenhouse gas emissions and the formation of targeted indicators of reduced greenhouse gas emissions throughout the country and individual sectors of the economy.

The document has been developed by the Ministry of Economic Development in execution of Clause 2 of Presidential Executive Order No 752 On the Reduction of Greenhouse Gas Emission Volumes of 30 September 2013.
The action plan to ensure the reduction of the volume of greenhouse gas emissions to no more than 75% of the 1990 baseline emissions by 2020 was approved by Government Directive No 504-r of 2 April 2014.
In particular, the action plan involves creating an appropriate information base and forecasting the level of greenhouse gas emissions for the period to 2020 and up to 2030.
The Concept to Form the System of Monitoring, Reporting and Verifying Greenhouse Gas Emission Volumes in Russia (approved by Government Directive No 716-r of 22 April 2015) determines that at the second stage of its implementation (2017-2018), organisations with the emission volume of over 50,000 tonnes of CO2-eq/year, including indirect energy greenhouse gas emissions, will be responsible for presenting reports on greenhouse gas emissions.
The signed directive supplements the action plan with new provisions, including the development of guidelines to quantify the volume of indirect energy greenhouse gas emissions, as well as the development of a concept of the draft Federal law On State Regulation of Greenhouse Gas Emissions.
