Opening Ramenskoye Airport for international flights will facilitate the development of the fourth full-service Moscow airport complex to meet the requirements of low-cost airlines.

Prepared by the Transport Ministry in keeping with Clause 4 of the list of the President’s instructions from a 24 July 2013 meeting on the development of the Moscow airport system. The Rostekhnologii State Corporation is managing the development of an international airport at the Ramenskoye Airfield. It will include modernising the existing airfield infrastructure, building a new terminal and other facilities for passenger service.
The airport is expected to open in 2016 and will also provide a full range of services to low-cost airlines.
Under the Air Code, an airport is considered to have international status if it is open to receive and dispatch international flights and if it has border crossing facilities.
According to Paragraph 3 of the Rules for establishing, opening, operating, rebuilding or closing border crossing checkpoints on the Russian border (approved by Government Resolution No. 482 from 26 June 2008), the establishment of border crossing facilities at airports (airfields) must be preceded by opening an airport to international flights.
According to the signed order, it has been decided to open Ramenskoye Airport to international flights.
The opening of Ramenskoye Airport will be instrumental in establishing a fourth full-service airport in the Moscow airport system, meeting the demands of low-cost airlines.
