The directive establishes maximum accommodation prices in hotels from the “five star” to “no star” categories in federal regions hosting World Cup and Confederations Cup events

The directive was prepared by the Ministry of Culture in keeping with Point 34 of the action plan to implement the Federal Law on the Preparation and Hosting of the 2018 FIFA World Cup and 2017 FIFA Confederations Cup in Russia and Amending Certain Legislative Enactments of the Russian Federation (approved by Government Order No 1333-r of 29 July 2013; hereinafter referred to as Federal Law, World Cup, Confederations Cup).
The directive establishes maximum service prices at hotels from the “five star” to “no star” categories in federal regions (the republics of Mordovia and Tatarstan, the Krasnodar Territory, Moscow and Saint Petersburg, and the Volgograd, Sverdlovsk, Kaliningrad, Nizhny Novgorod, Rostov and Samara regions) that will host the World Cup and Confederations Cup events for the duration of these events, taking into account the expected load (the number of guests and fans) in these cities, as well as hotel prices.
Maximum hotel prices were calculated based on the average hotel service prices in a particular federal region in 2015, forecasted inflation levels and coefficients reflecting the increasing demand for hotel accommodation during public entertainment events.
