The directive has been prepared by the Ministry of Education and Science to support the regions and the winners of the competition for the best regional programme on the modernisation of vocational training systems. These programmes are being implemented under the Education Priority National Project.
The competition to select the best regional programmes on modernising vocational training systems was held by the Ministry of Education and Science in order to allocate subsidies to the regions to support the implementation of activities under the federal targeted programme on educational development in the 2011-2015 Development and Adoption of Programmes Aimed at the Modernisation of Vocational Training Systems in the Regions.
Forty-eight regions took part in the competition. Thirty were selected as winners.
The implementation of the directive will facilitate the development of vocational training systems in the regions and help to increase the share of the employed who took continuing education courses during the reporting year including at vocational training institutions, in the total number of the employed.
The directive will also help to increase the share of students in primary and secondary vocational training institutions enrolled in employer-sponsored programmes in the total number of students in primary and secondary vocational training institutions.
Funding for the implementation of the directive will be allocated under the Federal Law On the Federal Budget for 2013 and the Planning Period of 2014 and 2015.
The draft directive was reviewed and approved at the Government meeting of May 23, 2013.
