The document has been drawn up by the Ministry of Economic Development of the Russian Federation. The basis for drafting the Federal Targeted Programme for Research and Development in Priority Areas of Advancement of the Russian Scientific and Technological Complex for 2014-2020 is Instruction No. DM-P8-4206 of July 23, 2012, issued by the Government of the Russian Federation.
The concept of the 2014-2020 Programme was approved by Directive No. 736-r of May 2, 2013, issued by the Government of the Russian Federation. The 2014-2020 Programme is part of the State Programme of the Russian Federation for the Development of Science and Technology, and is aimed at addressing the tasks envisaged by the Strategy of Innovative Development of the Russian Federation until 2020 (approved by Directive No. 2227-r of December 8, 2011, issued by the Government of the Russian Federation).
The 2014-2020 Programme is aimed at achieving the strategic aim of the state policy in the area of science and technology, as formulated in the Foundations of the Policy of the Russian Federation in the Area of Science and Technology for the Period until 2020 and Beyond. The aim is to ensure by the year 2020 a world-class level of research and development and global competitiveness of the Russian Federation in areas determined by the national scientific and technological priorities.
The 2014 – 2020 Programme takes over from the Federal Targeted Programme Research and Development in the Priority Areas of Development of the Russian Scientific and Technological Complex for 2007-2013, approved by Resolution No. 613 of October 17, 2006, issued by the Government of the Russian Federation.
The 2014-2020 Programme has a number of innovations by comparison with the 2007-2013 Programme.
To obtain qualitatively new results in the context of the 2014-2020 Programme, a system of scientific and technological development priorities, coordinated with development priorities in sectors of the Russian economy, will be formed.
A qualitative distinction of the 2014-2020 Programme from the 2007-2013 Programme is the creation and development of a system to define areas of research and to plan and coordinate research. This system is based on an analysis of R&D requirements of branch ministries and agencies, state-owned companies, branch associations and businesses.
The 2014-2020 Programme is responsible for creating scientific and technological groundwork orientated primarily toward inter-industry needs and a single infrastructure to support the R&D sector. Federal branch programmes and agency targeted programmes will support R&D and back-up applied research at commercial stages.
A distinction of the 2014-2020 Programme is that it employs various implementation tools with regard to scientific and technological projects, including both state contracts and grant agreements in the form of subsidies for legal entities carrying out research projects.
The main aim of the 2014-2020 Programme is the formation of a competitive and efficient applied research and development sector.
The targets set forth in the 2014-2020 Programme are as follows:
- forming advanced scientific and technological inter-industry groundwork in priority areas of scientific and technological progress to ensure development required by the economy;
- ensuring planning and coordination of research and development on the basis of priorities in the development of the scientific and technological sphere, underpinned by a system of technological forecasting and taking into account the priorities in the development of the economic sectors;
- ensuring integration of the Russian R&D sector into the global international innovation system by way of a balanced promotion of the Russian Federation’s international scientific and technological ties;
- enhancing effectiveness of the R&D sector by ensuring unity of its infrastructure and by coordinating infrastructure development trends with priorities in the development of the scientific and technological sphere.
The 2014-2020 Programme shall be implemented in two stages: 1st stage: 2014-2017; 2nd stage: 2018-2020.
The amount of funding for the 2014-2020 Programme is 239.03 billion roubles, including 202.24 billion roubles to be contributed from the federal budget and 36.79 billion roubles to be derived from extra-budgetary sources (in the prices of the relevant years).
The Ministry of Education and Science is the contractor-coordinator and state contractor with regard to the 2014-2020 Programme.
The most important target indicators and indices of the 2014-2020 Programme are the following:
- number of publications on R&D results in leading scientific journals: 24,750;
- number of R&D-based patent applications: 2,985;
- reducing the average age of researchers involved in the Research and Development Programme from 47 years in 2014 to 43 years by 2020;
- increasing the proportion of researchers under 39 years of age in the overall number of researchers involved in the Research and Development Programme from 33.2% in 2014 to 35% by 2020;
- number of new jobs: 900;
- amount of extra-budgetary funding: 36.8 billion roubles;
- an additional increase in domestic R&D spending, including extra-budgetary funds: 166.2 billion roubles.
The document instructs the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation to put the 2014-2020 Programme approved by this Resolution on the list of federal targeted programmes to be financed from the federal budget, while drafting the federal budget for the relevant fiscal year and planned period.
The implementation of the 2014-2020 Programme will facilitate the creation in the Russian Federation of a competitive and effective R&D sector, meeting the requirements of an innovative economy and the world level, inter-industry scientific and technological groundwork, and a single support infrastructure for the R&D sector.
This draft Resolution was considered and approved at the Russian Federation Government’s meeting of May 16, 2013. The Ministry of Finance and the Ministry of Education and Science were simultaneously instructed, taking into account the discussion that was held at the meeting, to allocate funds needed for the implementation of the above Programme, while drafting the federal budget for 2014 and the 2015-2016 planned period.
