The programme is designed to establish and develop a major research and education centre in Sevastopol to facilitate the innovative, technological, social and economic development of the Crimean Federal District. The programme will lay the groundwork for a flexible innovative, educational, research and technological infrastructure at the university that will respond promptly and effectively to the demands of the labour and technology markets.

Sevastopol State University, a federal autonomous higher educational institution (hereinafter referred to as Sevastopol State University), was established in keeping with Government Directive No. 1988r of 8 October 2014.
The university was established by incorporating six educational organisations (their structural subdivisions) based in the city of Sevastopol.
The directive approves a development programme for the university for 2016-2015 (hereinafter referred to as the programme).
The programme is designed to establish and develop in Sevastopol a major research and education centre to facilitate the innovative, technological, social and economic development of the Crimean Federal District.
It sets priorities for the development of the university: marine technology, power engineering, instrument manufacturing, information technology, prospective technology (including microelectronics, nanotechnology, new materials, telecoms systems, biological and chemical technology, nuclear technology, the rational and resource-saving use of natural resources, territorial development, urban development, and institutional and technological economic modernisation management).
The programme will be implemented in two stages.
At the first stage (2016-2020), the university’s educational, scientific, research and innovative environment will be created by modernising its material and technical resources, developing and introducing new educational programmes and technologies, and developing IT and communications infrastructure and human resources.
At the second stage (2021-2025), the university will be promoted in the Russian and international scientific and education space by developing its scientific resources, resource centres, research commercialisation and development infrastructure, and collaboration with leading Russian and international research centres.
The effectiveness of the programme’s implementation will be assessed on the basis of 12 monitoring indicators and 10 additional indicators.
Monitoring indicators are correlated with the effectiveness of higher educational institutions’ performance that are monitored by the Education and Science Ministry since 2012. They are unified with regard to the network of leading universities, which ensures the comparability of the results achieved by leading universities in the implementation of their programmes and facilitates an objective comparative assessment of their performance within the framework of Russian higher educational establishments.
The programme’s implementation will lay the groundwork for a flexible innovative, educational, research and technological infrastructure at the university that will respond promptly and effectively to the demands of the employment and technology markets and help improve the human, scientific and innovative potential of the Crimean Federal District.
