At the 30 May 2012 Commonwealth of Independent States summit in Ashgabat, an agreement was signed on setting up a CIS Member Countries Coordinating Council on Plant Quarantine. The draft agreement was approved by a Government Resolution No.858-r of 29 May 2012.
Amendments were introduced in the Agreement during signing stipulating that as soon as it enters into force, the Agreement is open for any nation to join in which shares the objectives and principles of the Agreement, not just CIS nations, and a procedure for such a nation joining the Agreement was specified.
In addition, changes were made in the Statute on CIS Member Countries Coordinating Council on Plant Quarantine, which is an addendum to the Agreement. Thus, it was added that the CIS Member Countries Coordinating Council on Plant Quarantine shall use in its activities the provisions of the General Statute On CIS Bodies of Sector Cooperation. Moreover, it was established that the organisational, technical and information support for the Coordinating Council shall be provided by its secretariat, whose functions are imposed on the federal state budget agency, the Russian Plant Quarantine Centre, a part of the Federal Service for Veterinary and Phytosanitary Oversight (Rosselkhoznadzor), an official national organisation on plant quarantine and protection (the draft agreement offered the provision that the organisational, technical and information support for the Coordinating Council shall be provided by its secretariat; its functions were to be laid on the administration of a plant quarantine agency whose head should be president of the Coordinating Council, together with a structure of the CIS Executive Committee).
In accordance with Article 20 of the Federal Law On International Treaties of the Russian Federation, the approval and adoption of international treaties concluded in the name of the Government of the Russian Federation are made by the Government of the Russian Federation.
A resolution has been issued to approve the Agreement. The Foreign Ministry has been instructed to inform in accordance with the established procedure the Executive Committee of the Commonwealth of Independent Sates that the Russian Federation has completed internal state procedures necessary for the Agreement to enter into force.
