The directive approves the Federal Customs Service’s proposal to hold talks on signing a protocol between the Federal Customs Service and Finnish Customs on interaction in ensuring the stable operation of motorway border crossing points on the Russian-Finnish border during peak periods (hereinafter referred to as the Protocol).
The draft Protocol was developed in keeping with the Agreement between the Russian and Finnish Governments on Cooperation and Mutual Assistance in Customs Matters of 11 March 1994.
The Protocol aims to create the requisite legal framework for interaction between Russian and Finnish customs agencies in preventing and eliminating peak loads at motorway border crossing points on the Russian-Finnish state border (hereinafter referred to as crossing points) and ensuring their stable operation.
The Protocol establishes the procedure for interaction between the customs services in case of peak loads at crossing points and the procedure for coordinated efforts by customs officials in such situations.
In particular, it provides for the continuous monitoring of the number of transport vehicles processed per day and the number of vehicles awaiting entry to a crossing point and the prompt notification of the neighbouring customs service about a peak load.
The signing of the Protocol will help strengthen bilateral interagency cooperation between Russia and Finland, ensure a comprehensive, rational and effective utilisation of customs assets in performing their duties, and improve the quality of customs control.
