The list includes goods that make up the bulk of municipal solid waste (paper and cardboard, 25-32 percent; polymers, 7-15 percent; glass, 5-8 percent, textiles and garments, 4-7 percent, leather and rubber, 2-5 percent, ferrous metals, 3-6 percent, nonferrous metals, 0.5-1.5 percent, battery cells, 0.5-1.5 percent). This will help reduce environmental impact by reducing the volume of solid waste buried in landfills.

The directive was prepared by the Ministry of Natural Resources and Ecology pursuant to Federal Law No. 458-FZ of 29 December 2014 Introducing Amendments to the Federal Law on Production and Consumer Waste, specific legislative acts of the Russian Federation and the annulment of certain legislative acts (provisions of legislative acts) of the Russian Federation (hereinafter referred to as Federal Law No. 458-FZ).
According to official federal state statistics, about 70 million tonnes of solid communal waste is generated annually in Russia, about 60 million tonnes of which are buried.
Packaging material waste, the amount of which is constantly growing due to rising consumption levels, accounts for over one-third of solid communal waste.
Packaging material production grows by approximately five percent a year, while the share of plastics in these materials annually increases by 11 percent.
The growing number of cars and cargo transport vehicles leads to an increasing use of automobile tyres.
The directive approves the list of finished goods subject to disposal (reutilisation, processing) following the loss of consumer properties (hereinafter referred to as the List).

The List is based on the Russian national classification of goods by the types of economic activity OK 034-2014 (KPES 2008).
For importers who are obligated to ensure the disposal of waste from the use of goods, in accordance with Article 24.2, Point 1 of Federal Law No. 458-FZ, the List contains designations and codes in compliance with the Unified Catalogue of Foreign Economic Activity of the Eurasian Economic Union.
The
decision will help
reduce environmental impact by reducing the volume of solid waste buried in
landfills.
