The adopted decisions will facilitate the creation of conditions for consolidating Russia’s economic positions in the competitive markets of the Asia-Pacific Region and promote the social and economic development of Russia’s Far East by creating additional jobs, building new industrial facilities and attracting investment.

Submitted by the Ministry for the Development of the Russian Far East in accordance with Federal Law No. 473-FZ of December 29, 2014 “On the Areas of Russia’s Priority Socioeconomic Development.”
The signed resolutions establish five areas of priority socioeconomic development:
- the
Mikhailovsky area on the territory of the Mikhailovsky, Spassky and
Chernigovsky municipal districts of the Primorye Territory;
- the
Kangalassy Industrial Park on the territory of the urban district of the city
of Yakutsk in the Republic of Sakha (Yakutia);
- the
Belogorsk area on the territory of the urban district of Belogorsk in the Amur
Region;
- the Priamurskaya area on the territory of the
Blagoveshchensky and Ivanovsky districts of the Amur Region;
- the Beringovsky area on the territory of the
Anadyrsky municipal district and the urban district of Anadyr in the Chukotka
Autonomous Area.
The borders of the areas of priority socioeconomic development, the types of economic activities subject to special legal regulation of doing business, and the minimal capital investment by the areas’ residents have been defined. These areas will be covered by customs procedures applied for a free economic zone established by the regulations of the Eurasian Economic Union.
The establishment of the Mikhailovsky and Kangalassy Industrial Park areas will be funded by the federal budget under the state programme Socioeconomic Development of the Russian Far East and the Baikal Region.
The construction of the utilities and transport infrastructure for these areas and the Belogorsk area will be funded in 2015-2017 by the relevant regional and municipal budgets and extra-budgetary sources.
The construction of the transport infrastructure for the Priamurskaya and Beringovsky areas will be funded by extra-budgetary sources.
