The resolution will increase air flight safety, bring the Federal Rules on the Use of the Air Space of the Russian Federation in conformity with the standards and recommended practices of the International Civil Aviation Organisation, and expand the opportunities for using Russian air space.

The resolution of theGovernmentNo138dated11 March 11, 2010endorsed the Federal Rules on the Use of the Air Space of the Russian Federation, hereinafter referred to as the Rules.
The signed resolution brings the rules in accordance with changes in the standards and recommended practices of the International Civil Aviation Organisation (hereinafter referred to as ICAO) introduced before 2014.
In conformity with the decisions of the ICAO Council, standards and recommended practices have been changed related to the air traffic service monitoring system and horizontal separation of aircraft in the absence of stacking.
In this regard, a new definition has been introduced for the air traffic service monitoring system and procedures for the horizontal separation of aircraft and separation intervals have been established.
In accordance with ICAO terminology, the wording has been changed in the clauses of the rules that regulate flights under reduced stacking intervals.
The adopted decisions will boost flight safety and bring the rules in conformance with ICAO standards and recommended practices, and expand the opportunities for using the air space.
