The signed directive approves a proposal by the Ministry of Transport on holding talks with the Chinese side to sign a memorandum between the Ministry of Transport, the National Development and Reform Commission of the People's Republic of China (NDRC), Russian Railways, and the China Railway Engineering Corporation (CREC) on specific forms of cooperation and finance and investment models for the construction of the Moscow – Kazan high-speed railway within a priority project of the Eurasian high-speed transport corridor between Moscow and Beijing.
The memorandum aims to expand Russian-Chinese partnership and strategic interaction in the interests of effective national economic development. The document also aims to expand bilateral cooperation during the joint construction of infrastructure for the Moscow – Kazan high-speed railway, a priority project of the Eurasian high-speed transport corridor between Moscow and Beijing and its funding.
