This Protocol covers live trees, plants and plant parts, flowers, greens, fruit, vegetables, nuts, their derivatives and various food products imported into Russia from Azerbaijan.

A directive has been signed to approve a proposal submitted by the Federal Customs Service of Russia on having the Federal Customs Service of Russia and the State Customs Committee of Azerbaijan (hereinafter the Parties) sign a Protocol on the mutual recognition of customs clearance control for certain types of goods (hereinafter the Draft Protocol).
The Draft Protocol is aimed at creating a legal framework for expediting customs clearance procedures when moving certain types of goods across the border between Russia and Azerbaijan.
The Protocol covers live trees, plants and plant parts, flowers, greens, fruit, vegetables, nuts, their derivatives and various food products imported into Russia from Azerbaijan.
Pursuant to the Draft Protocol, the Parties are to recognise and use customs clearance data from the other Party based on reciprocity.
Customs clearance results obtained by one Party shall be recognised by the other Party subject to statutory compliance under the sufficiency principle, if the data on goods are provided beforehand and the submitted documents are executed in accordance with the Protocol.
This decision is aimed at enhancing the efficiency of customs clearance procedures and promoting trade between Russia and Azerbaijan.
