The directive was drafted by the Rosatom State Corporation in line with Government Directive No. 1412-r of 29 September 2008 regarding Rosatom’s participation, on Russia's behalf, in the activity of the Chernobyl Shelter Fund and in accordance with Government instructions.
The International Chernobyl Shelter Fund (hereinafter the Fund, CSF) was established in 1997 on the initiative of the G7 countries to implement a project to build a new safe shelter (hereinafter the shelter) over the sarcophagus built over the damaged Unit 4 of the Chernobyl Nuclear Power Station.
The Fund is managed by the European Bank for Reconstruction and Development (EBRD). The bank reports to the donor countries on the spending of the fund’s resources at CSF Donors Assembly meetings.
The Russian Federation fully meets its financial obligations on funding the CSF construction project.
The directive provides for an additional contribution to the CSF in 2016-2017 of up to 10 million euros (5 million euros per year) from the national budget.
The directive is designed to ensure the fulfillment of Russia’s international obligations and the implementation of the Development of the Nuclear Power Industry state programme.
