The directive will facilitate the implementation of the state programme Aviation Industry Development 2013-2025, by creating an agency that provides centralised management of aviation research for the purposes of developing advanced aviation technologies and integrating industrial and academic research efforts.

The directive was submitted by the Ministry of Industry and Trade based on Federal Law No. 326-FZ of 4 November 2014, On the Zhukovsky Institute National Research Centre (hereinafter – Federal Law, Centre, respectively).
Article 2 of the Federal Law stipulates that the Centre is being created as a federal state budgetary institution, with the functions and powers of founder vested in the Government on behalf of the Russian Federation.
The Centre aims to expand scientific and technological cooperation between organisations in the aviation industry and other industries in order to develop and use innovations to improve the competitiveness of Russian products and services.
The Federal Law specifies the Centre’s goals: organising and conducting research work, developing new technologies in priority areas of aviation engineering, rapidly finding industrial applications for research results, and making use of scientific achievements in aviation for the purposes of economic development.
The signed directive approves the institution’s form, name and main objectives (in accordance with the provisions of the Federal Law), as well as the list of activities to be performed to establish the Centre, timeframes and responsible federal executive bodies.
